Abstract

In order to improve the accuracy of energy efficiency evaluation and the enforceability of optimization decisions in high-energy-consumption industries, this paper constructs a comprehensive evaluation optimization model based on G2-CRITIC-TOPSIS and NSGA-III. Taking 30 provincial administrative regions and steel, non-ferrous metal, chemical, cement, building materials and other industries as research objects, an evaluation index system covering energy utilization, carbon emissions, low-carbon governance, economic management and structural correlation characteristics was constructed. The G2 method is used to introduce expert judgment, the CRITIC method is used to describe the discreteness and conflict of the index, and the energy efficiency proximity between regional and industrial units is calculated by combining TOPSIS. The results show that the proposed model has higher discrimination ability than the traditional TOPSIS, and the proximity variance and range are significantly improved. On this basis, NSGA-III is introduced to carry out multi-objective portfolio optimization, taking into account cost, emission reduction, economic contribution and energy efficiency improvement. The Knee Point program includes 12 regional-industrial projects with a total emission reduction of 80.1 million tons of carbon dioxide equivalent and a social and economic contribution of 888 million yuan. The research can provide decision-making basis for energy saving and carbon reduction in high energy-consuming industries and regional collaborative governance.
